State citizenship — full membership of the Czech state, beyond any residence permit.

It comes up once you have lived here long enough to think about a Czech passport, and in any conversation about voting or dual nationality.

The fuller explanation

Citizenship is a step beyond permanent residence (trvalý pobyt). It is granted at the discretion of the Ministry of the Interior, usually after language and civics exams, and it is what gives you a Czech passport and the right to vote in national elections. Czech law permits dual citizenship, but your own country may not.
