The fuller explanation
Usually issued by the authorities of your home country, sometimes by its embassy. It normally has a limited validity — often around six months — so do not obtain it too early. Some countries do not issue such a document at all; the matrika can then accept a substitute or the requirement can be dealt with through a court. Tell them early if that applies to you.
